A coal plant debate and a state spay-neuter task force's appearance in Great Falls will be discussed at two neighborhood council meetings this week. The meetings take place at 7 p.m. Wednesday at the Peak Health and Wellness Center and at 7 p.m. Thursday at the Camp Fire Office.
